[EPIC] Stop sending LL notifications for other language wikis in recent changes / watchlist

Description

This epic is done once language link updates for "other" wikis can be suppressed and are no longer injected as recent changes on client wikis, based on a backend feature flag.

As an example of these links, see this line from English Wikipedia Special:RecentChanges. It shows that the article was linked to https://yo.wikipedia.org/wiki/Grace_Jones_(%C3%ACt%C3%A0n_k%C3%BAk%C3%BAr%C3%BA) Yoruba Wikipedia under the title "Grace Jones (ìtàn kúkúrú)".

Our current assumption is that these links have low relevance to most Wikimedians, because they concern other languages. In T434859 we found that roughly half of sampled recent changes were this type of language link. We are not changing behavior of language links updates affecting the current wiki.

We have decided to stop sending these notifications in order to find if any users require them.
Firstly we will send out communications to gather any user feedback

Thanks. I checked itwiki and haven't seen a major drop in rows injected by wikidata but I keep an eye on things.
