Make Suggestion Mode usage data publicly available

Description

As part of the Suggestion Mode pre-mortem (T434962), we came to think that it would be useful for information about Suggestion Mode usage to be made publicly available.

This way, we – staff and volunteers – can situate qualitative feedback within a broader context and accordingly, make decisions within both in mind.
