The index is indeed operational now, although updates don't seem to occur yet. This actually appears to be a wider problem on the cluster right now.
Even so, let's keep this bug open until we've confirmed incremental search updates on WV are working.

Index updates still seem to be broken on Wikivoyage. Checking by visiting http://en.wikivoyage.org/wiki/Special:NewPages and searching for recently created pages. E.g. "Finland Proper" was created on 11/10 but does not show up as search suggestion.
