Feature summary (what you would like to be able to do and where):
Currently, if you use a link such as [{{fullurl:Test|redirect=no}} Direct link to redirect], it links to a redirect correctly but the redirect page loses any of WhatLinksHere links to it. This is a problem for tracking purposes. There should be a way to link to redirect pages themselves while keeping WhatLinksHere links, like {{#redirect:Test}} returning a link to the redirect page (or {{#redirect:Test|Visible text}}).

This is especially useful in templates and modules implementing links to redirects, e.g. https://ru.wikipedia.org/wiki/Модуль:Не_переведено#L-68
