The action is on the language-specific Function's page and on the list on the NLG Function's page. The user does not open the configuration or type a ZID. Only users with the permission from the separate permissions work can use it.
If a live Function has no connected implementation, the NLG Function fails for that language, and articles in that language break. So the action is not available until the Function has a connected implementation, and this failure cannot happen through it. If tests fail, the user sees the failures before they confirm.
Acceptance criteria
- A user with the right permission can register a language-specific Function from its page and from the NLG Function's list, without opening the configuration.
- A user without that permission does not see the action, and cannot register a Function through the API.
- A Function without a connected implementation cannot be made live, and a Function with failing tests shows the failures before the user confirms.
