When a request for a new language project doesn't exist yet in Meta, the info pages on the Incubator include a "create" link to start one. However, this link doesn't have any preloaded template for the user to fill in, so they are just faced with a blank screen. So we should ideally have both a preloaded template and an editintro explaining what the user needs to do in those links.

In my opinion the entire Requests for new languages process should be scrapped - there are almost nothing useful to discuss (instead, user should directly start a test in Incubator and LangCom regularly handle active ones that can be approved, using talk page of test info page as place for general discussion between LangCom and potential community). I previously commented at https://meta.wikimedia.org/wiki/Talk:Language_committee/2024#Proposal_to_scrap_Requests_for_new_languages.
(For what a language proposal process will look like without Requests for new languages, see version A or version B.)
