[Wiktionary] Android app needs privacy and terms of use links in the footer

Description

In order to comply with the 2004 California Online Privacy Policy Protection
Act all of our apps have to include a privacy and terms of service link.
Currently the Wiktionary Android app does not have this.

Let's put these in the article footer below 'Provided under ...'

Display would be as simple as "Terms of Service | Privacy Policy"
