Configure relevant extensions on test repository

Description

The repository test site (and dev site) should have all extensions enabled that are active on wikidata.org, as listed on https://www.wikidata.org/wiki/Special:Version.

Some of these need specific configuration, which may be tricky to set up. Here's some extensions I think are especially important to set up in a way that allows us to test t6heir interaction with Wikidata prior to deployment:

On dev repo and test repo I installed AbuseFilter and Translate with default settings. On dev repo I set up two pages for translation (Wikidata-dev-repo:About and Wikidata-dev-repo:Main Page) Let me know if this is sufficient for testing. If so, I would use the same on test repo.
