[[Special:BrokenRedirects]] limit parameter doesn't work

Description:
The limit= parameter is broken on [[Special:BrokenRedirects]]. For
example, at

http://en.wikipedia.org/w/index.php?
title=Special:BrokenRedirects&limit=20&offset=0

only 2 entries are shown.

By the way, the default title for this page
([[MediaWiki:Doubleredirects]]) should be "Broken redirects",
not "Broken Redirects", to agree with all other special page titles.

bzimport added a subscriber: Unknown Object (MLST).

The limit itself worked fine, but the list contents are cached and not all entries
are still valid. The no-longer-valid ones weren't being shown at all, which confuses
the list paging display.

They're now shown in strike-out, giving a nice visual indication of how "old",
relatively speaking, the cached list is.

This might also be useful at bug 1922 and bug 2599.
