Don't mail users when their account is autocreated unless they are actually browsing the wiki

From bug 44754

<TimStarling> Reedy: for a start, autocreating a user on metawiki and then sending a message to them just because they viewed a notice on another wiki seems kind of ridiculous
<TimStarling> could we maybe just disable NewUserMessage on metawiki for now?

I suggest WONTFIX, how can NewUserMessage know about "unless they are actually browsing the wiki"? That's CentralAuth's job to determine, and it fails: essentially this is T18864.
