The user should be able to add a suggestion just by clicking to the suggestion. The current "use as suggestion" can be made visible on hover (without link aspect) as an invitation to the user.

I would recommend against using technology-specific terms such as "click" (users on a tablet would "tap"). If some users are not able to identify suggestions as clickable elements, we can try to make them look more clickable.

It has also been suggested to hide the "Use as translation" text to save space (though it would not save any translation if "Used X times" label is there).
I'm not sure if it has always been so, but right now the situation is pretty confusing because the whole suggestion gets a hand cursor and border highlight when hovering.
