Make it possible to completely disable IME from the keyboard icon in two clicks

Description

IME of ULS is enabled by default. That's needed for discoverability reasons, and is unchallenged.

It may be annoying to some, that may never use IME, that the icon will keep appearing even though they never use its functionality. Current steps to completely disable the IME icon for input fields is are the following:

  1. Open ULS by clicking the icon
  2. Open input setting by clicking at the bottom of the ULS window
  3. Click "Disable input methods"
  4. Click "Save settings"

This should be changed to a two click process, in the IME icon dropdown.

a. Design to be provided by Pau, in LangEng sprint 37 (current if possible, beginning 38 if there's no time in the current sprint).
b. The proposed solution is to be approved to Erik and Howie.
c. Development can take place once a and b are completed.

Some of the components here are a little confusing to me, but I believe there's now a direct challenge at bug 46744.

After discussion with Pau, closing this as WONTFIX. Rationale: It is possible to completely disable the input method tools from the keyboard icon. These are the steps:

  1. Open the icon's dropdown menu.
  2. At the bottom, there is an option "More settings". Click that.
  3. This opens a dialog that has a green button with text "Disable input method tools". Click that.
  4. Click "Apply settings". The dialog will close, and the IME functionality is fully disabled.
