Cloning this bug from T45668, now that there is a proper medium.dblist (cf. https://noc.wikimedia.org/conf/dblists/medium.dblist), it'd be nice to re-enable all the of the disabled Special pages on medium wikis.
This is a follow-up to T41667, which requested this for small wikis.

They're covered by bug 15434, which has a patch submitted by me.
MZMcBride submitted several bugs proposing different solutions, in the hope that at least some of them will work; they're not in contrast with each other, and in particular en.wikt is not affected by this proposal because only a negligible handful of the "medium" wikis shares its DB servers (s2: bgwiki bgwiktionary cswiki enwikiquote enwiktionary eowiki fiwiki idwiki itwiki nlwiki nowiki plwiki ptwiki svwiki thwiki trwiki zhwiki ).
