Block log shows wrong expiry time when just specifiy a time, but no date

Description:
The displayed expiry time of changed blocks on nl.wikipedia.org is incorrect, see for example https://nl.wikipedia.org/w/index.php?title=Speciaal:Logboeken/block&page=Gebruiker%3AHoogeveen123.

On 2 apr 2013 18:09 (CEST), I set the expiry time of an existing block to "21:02", meaning that the block should expire at 21:02 (CEST) today. However, according to the block log, the block will expire on "1 jan 1970 20:02". A similar thing happens when I block an account that has never been blocked before, see https://nl.wikipedia.org/w/index.php?title=Speciaal:Logboeken/block&page=Gebruiker%3AMatho. This time, I set the expiry time to "19:09" and the log says "1 jan 1970 18:09".

A link in my comment at 2013-04-02 17:12:56 UTC doesn't work anymore, because meanwhile I've renamed my sockpuppet account. The second block log in that comment can now be found at https://nl.wikipedia.org/w/index.php?title=Speciaal%3ALogboeken&type=block&user=&page=Gebruiker%3APiet+Teunstra.
