This is fixed in master (see gerrit 60940) and will be deployed to the English Wikipedia on Monday as part of the wmf3 roll-out. You can see how it should work in a test page on MediaWiki.org: https://www.mediawiki.org/wiki/VisualEditor:TableCaptionTest
