It should be possible to turn the input method menu off by default for a specific wiki. This includes anonymous users.
Users (including anonymous users) of those wikis can enable the input method menu through the cog icon (or equivalent link in personal toolbar).

We have $wgULSIMEEnabled which says:
"Disable the input methods feature for all users by default. Can still be enabled manually by the user."
As there is no indication that it is broken, I'm marking this as resolved.
