UniversalLanguageSelector#Adding_fonts

I think that it's simple and usable.

Does sfntly have a GUI and a Windows version like fontforge^ Is action by the sysadmin no longer required as https://www.mediawiki.org/wiki/Extension:WebFonts#Adding_fonts said?
