Language settings tooltip is normal tooltip on first page view

Description

Seen in crossbrowsertesting:

When loading test page for the first time, I see normal tooltip for the Cog. After reloading it is tipsy tooltip as expected.

Prerequisite:

  • Clear browser cache

Steps:

  1. Go to http://en.wikipedia.beta.wmflabs.org/wiki/Main_Page
  2. Hover mouse over the gear icon in the interlanguage area

Observed:
I. Regular tooltip

Expected:
II. Tipsy tooltip

  1. Reload the page.
  2. Hover mouse over the gear icon in the interlanguage area

Observed:
III. Tipsy tooltip.
