Note that current links appear double percent-encoded so they're broken for user names containing non-"basic" characters. See https://phabricator.wikimedia.org/p/Fan/ for an example.

I'm proposing better formatting of the URL at T542, but this problem here is more important since the resulting link points to a "Bad title" page in mediawiki.org.
Hopefully the same fix can solve the link and the presentation?

If you can change "Userpage" for "Username" it will be perfect.

Just shorten to "User page".
"User page" without any context is also confusing, especially when you see that in a (Phabricator) user page. Since we can customize that field (as a last resort using localization, what about "Wikimedia"?

The phabricator profile must not be considered a userpage, or people might start thinking they can/should add information about themselves on phabricator instead of the real, on-wiki user page.
The word "Wikimedia" wouldn't improve the situation, because, 1) we already are on a wikimedia.org domain; 2) mediawiki.org is not a wikimedia.org domain and one might expect "Wikimedia" as "Wikimedia Meta-Wiki" or other wikimedia.org domain.
If a specifier is deemed absolutely needed, you can reverse the order: intead of "MediaWiki userpage", "Userpage on MediaWiki" or better "Userpage on-wiki".
I'm not entirely sure what this task is requesting.
The field currently is labeled MediaWiki User and the link is in the following format:

Anyone care to weigh in on what changes are desired? Or perhaps this is no longer a valid issue?
