Create global account on login/rename

Description

When a user gets renamed locally to a new name, under which no global account exists and no conflicts accounts exists, the global account should be created automatically.

Maybe this can also be checked on user login, than other (or the previous renamed) user accounts without a conflict can also benefit from this. Should be part of a automigration (wgCentralAuthAutoMigrate).

According to the documentation of $wgCentralAuthAutoMigrate, this should already happen if it is enabled.

I think this is not an issue anymore with global renames, as the global account is created when globally renaming an user. Feel free to reopen if you feel the problem still exist. Thanks.

MarcoAurelio, why are you mass-changing priorities to "High", as in T55905#1261952? Did you run into a bug with drag and drop in phabricator workboards? If so, please report it; I thought it was filed already, but Phabricator search is too poor for me to find it even after 30 min of searching. :(
