Better "start page" for ItemDisambiguation

Description

When going to https://www.wikidata.org/wiki/Special:ItemDisambiguation there is a text: "Sorry, no item with that label was found. You can create the item." But it should be empty if not done any search yet.

It's either a wrong link or it is not public: "The page you requested was not found, or you do not have permission to view this page." I am logged in.
