Create a separate history page for the flow board description area

Description

It would be useful to be able to access the history of just the header-area, by itself, just as we can for a single topic.

This is especially important for being able to revert vandalism efficiently, or just to find the original/older wording. Currently it's awkward to page through the old diffs (alternately clicking "Version by ..." and "differences from ...")


[Note: this bug was originally to do with just making history accessible, which was done by adding the revisions into the Board history page. I think this re-purposing is more along the lines of what was wanted.]

The WMF core features team tracks this bug on Mingle card https://mingle.corp.wikimedia.org/projects/flow/cards/337, but people from the community are welcome to contribute here and in Gerrit.

The Board history view will include history of the header area, it's coming.

Re-opening, because whilst it's now possible to find the entries for the header area, they're scattered amongst the other topics' histories.

It would be useful to be able to access the history of just the header-area, by itself, just as we can for a single topic.

(I've also just filed T90038: Add "older edit/newer edit" links to diff pages which will partially help.)

I just ran into this when a user first wrote their new topic into the description and then blanked it. Finding the previous description to restore it was unnecessarily painful.
