No way to get rid of "enhanced toolbar" when editing css/js

Description

When editing CSS or JS pages, code editor, although turned off, loads the enhanced toolbar although in preferences it is turned off as well. This combination should display the old (blue square buttons) toolbar instead.

Assuming dependency on bug 45850 maybe also on bug 46779.

It's not a dupe though, because this is related to CSS and JS pages which is new issue.

This certainly feels like a duplicate of bug 45850.

So this is now possible, though perhaps not ideal.
