VisualEditor: Make the external link option available when a user types a valid URL pattern

Description

Steps to reproduce:

-Click on the Edit button
-Click on the icon to insert a link from the toolbar or press ctrl+k or command+k -Now type a valid URL without http:// for example:yahoo.com

Observed Result:
There is no option for selecting this link as external link other than creating a new page.

It would be better if the external link option is made available to user when they type a valid URL (text with "." inside it), and then transforms it into a HTTP link if no prefix is provided.
