Lazy loading main page puts the last modified bar at the top of the page

Description

After editing or lazy loading the main page the last modified information shows at the top of the page not the bottom.

Ideally we should get out of this habit of special casing the Main Page - maybe turning it into a Special page and using redirects if necessary.
