Rollback for deleted sitelinks

Description

It is possible to add deleted sitelinks during rollback.

1- A sitelink was removed in this edit. (note that the page has been deleted locally).

2- That edit was reverted during a rollback while that page was missing locally.

This should not be possible.

Yes we can. I added a link from https://test.wikidata.org/wiki/Q42770 to https://test.wikipedia.org/wiki/Test_page_7 as myself. As anonymous I removed the sitelink. As myself I deleted the test page and did a rollback. https://test.wikidata.org/wiki/Q42770 is now linking to the deleted page https://test.wikipedia.org/wiki/Test_page_7
