2 Edwardsbot messages, the second didn't use a 4tilde signature

Any "new talkpage message" currently requires a 4tilde sig, otherwise the section-link and auto-excerpt-edit-summary will not appear in any Notifications (flyout/email).

Proof/reproducability:

The November 8 message ("Wikidata weekly summary #83") ends with "Global message delivery 21:50, 8 November 2013 (UTC)" which is not a 4tilde signature. The Notifications (flyout/specialpage/email) all fail to link to the specific section in the talkpage, and all fail to provide an excerpt/auto-summary.

The November 9 message ("The Signpost: 06 November 2013") appears to be signed with a 4tilde sig, and it correctly gives section-links and edit-summary.

An unsigned, "new section", test-message on your userpage (from an account not-your-own) will reproduce this bug.

Somewhat relatedly, and just to complicate things (! :D ), see comments #9, #16, and #20, at bug 53132.

The WMF core features team tracks this bug on Mingle card https://mingle.corp.wikimedia.org/projects/flow/cards/494, but people from the community are welcome to contribute here and in Gerrit.

Adding MassMessage, because it is the usual culprit these days.
I.e. All messages sent via MassMessage, will trigger an email-notification and web-notification without any excerpt.
IIUC, This is because MassMessage doesn't usually use a 4-tilde signature, and therefore Echo interprets it as just an edit to existing content on a page.
