Once OOjs and OOUI are merged in Core (https://gerrit.wikimedia.org/r/#/c/98887/), we would technically be able to generate dialogs whether or not the wiki/user has VE enabled.
OOUI may not have all the styles we need, but we should consider whether and how to convert to it.

MediaWiki-extensions-GettingStarted has been removed from Wikimedia wikis and is getting archived per T292654. Thus declining this task to reflect reality.
