http://fab.wmflabs.org/ has no link to advanced search, while https://bugzilla.wikimedia.org/ has on all pages. To get a link to advanced search, I must first guess that anchor/"maniphest" is the local jargon for "issue tracker" and click it to get http://fab.wmflabs.org/maniphest/

Mmm sure? There is only one search used across the different tools.
You introduce a keyword, click search. If you are not happy with the results then you can fine tune your search (you are then in "advanced search".
What you seem to be missing is the "Advanced search" in the sidebar right at http://fab.wmflabs.org/

I don't consider this an issue by definition - Advanved Search is specific to the application you are in, and Phabricator is more than only Maniphest. Proposing invalid.
Phabricator offers a collection of tools, and the search at the top queries all of them.
If a user needs to search specifically in Tasks, then going to Manifest there is a link to Advanced Search. The correctness of this behavior will become more evident when we add Differential and Diffusion to the mix.
