It looks like the notification was for http://ee-flow.wmflabs.org/wiki/Special:Contributions/173.84.211.117 taking over flow - except that clearly happened weeks ago.

it also happens when you leave the first message(or first header edit, basically creating the page) on a talk page if its not your own.

This happened to oliver for BC reasons because we changed how we do the takeover internally.
