Unformatted paste doesn't trigger in Safari

Description

Intention:
Paste a pre-formatted citation onto a page.

Steps to Reproduce:

  1. Select and copy example text from http://www.cdc.gov/nchs/hus/citation.htm
  2. Paste *without formatting* into Safari 6.1 on Mac OX 10.8.5

Actual Results:
Nothing.

Expected Results:
That it would paste the text without <em> formatting.

Command-V pastes the text with formatting. Command-Shift-V does nothing. Control-Shift-V selects the rest of the page.

Reproducible: Always

This problem does not exist in Firefox 25.

According to Safari's menu, the shortcut for paste without formatting is (now?) Option-Command-Shift-V. That command works correctly for me.
