protected user pages should be able to be edited by the user that owns them

Description:
Some people's user pages are protected against vandalism.

Some of these users are not admins and therefore cannot edit their own user
pages without the assistance of an admin.

Users should be able to edit protected pages that they "own" in their userspace,
e.g. http://en.wikipedia.org/User:Example_user and
http://en.wikipedia.org/User:Example_user/subpage

However, the user should still not be allowed to move them as they could move
them into the main namespace and cause disruption.
