Email check should be case insensitive

Description

Currently the "is that the same email as your account is confirmed with?" check on Special:OAuthConsumerRegistration/propose is case sensitive. I was under the impression email addresses are case insensitive? If so, the check should be as well.

The domain portion (the part after the @) is case insensitive. The local-name portion (the part before the @) may or may not be, depending on the particular system.

Fair enough. In which case, I think what's thrown me off is that Wikimedia *thinks* my email is Jarry1250@ when I *always* type it as jarry1250@ . I suppose that could be/have been a bug in MediaWiki itself?

In practice the username portion of the emails are pretty much always treated as case-insensitive, despite the rfc. So it's probably expected by most users. Unless there's a reason not to, we should probably do it.

Closing as you can't enter an email address anymore. See T121330: OAuth consumer registration email address field seems pointless for the more generic issue.
