You should know what to set based on what you want to set, not based on what is set already, right?
The sensible workflow is:
IF user observes that the time format doesn't go with you
THEN user goes to preferences and do the changes to their liking -- in case of doubt there is a link to the formatting definition
Anyway, this is a task that belongs entirely upstream.

Not right. When I register, I go check the preferences. Moreover, if I don't know the required format well I may be unsure of the output.
