Previously filed as #334 (bookmarks had to be disabled) and #681 (asking a clickable TOC in PDF).

However. Is this bug about actual collections (multiple pages each being one chapter) or also single-page exports (where the chapters would be the sections)? Should the two be handled differently?

Apparently Chrome is implementing this in Chrome 85.

So that should make this available in Proton when we eventually update Proton to have a newer version of Chrome.
