Flow: Loading more topics is broken

Description

If I scroll to the bottom of the page at https://www.mediawiki.org/wiki/Talk:Sandbox it loads 1 new topic, but nothing else. (Using admin account, so if that changes things). No hints in Web Console.

Replicatable at beta.wmflabs, but not at ee-flow

This wasn't happening on ee-flow because ee-flow wasn't running a cache. I ran sudo service memcached start and now the bug happens on ee-flow.
