This would be the Wikibase-specific version :). In general this is a good idea that should be implemented - not something only Wikidata should have.
Please note that the padlock icons seen in some Wikipedias are nothing but templates with an <img> tag and a bit of CSS. It's not an element of the software, neither core nor extensions. I don't think we should implement this as part of Wikibase. If the community wants this to be a software feature then it needs to go into core (or an extension) in a way that can be re-used on Wikibase entity pages.
@thiemowmde: Yea I agree. That is what I think the blocking bug is about but wanted to hear more from James to be sure.
