In the course of a stop-gap measure to keep EventLogging alive, around
bug T62550, and bug T62555, it seems https://gerrit.wikimedia.org/r/#/c/113267/
added unconditional logging of raw User-Agents.
As we said we do not want to have User-Agents stored in raw due to
privacy concerns, we need a proper fix that:
