tests did not catch a couple fatal errors in the special pages (e.g. SetSiteLink, SetLabel)
although we have some phpunit tests, we should look into why tests didn't catch this and improve the test coverage so they do catch such issues.
We also have no selenium tests for these special pages, but probably should.

Going to close this 4+ year old ancient ticket as we may not even want these things now.
We have a new story that will be taking a fresh look at our tests.
If we decide we want these things, new tasks would be created or reopened etc.
