Move "Time offset" user preference in MediaWiki core to "Appearance" tab

Description

The "Time offset" user preference at [[mw:Special:Preferences#mw-prefsection-datetime]] should be moved to the "User profile" user preference tab. A user's time zone is closer to user profile information such as gender and signature.

This is step one of two steps to killing the "Date and time" user preference tab.

This user preference affects the
appearance of the site, so this feels like a natural fit.

I'm quite certain timezone is not (mainly) part of someone's identity.

Maybe someone can run mwgrep to get a list of pages containing links to
#mw-prefsection-datetime
so that users can fix outdated documentation related to this?

I'd recommend filing a separate bug about either fixing the documentation or re-adding this anchor (I'd prefer the latter, personally). A comment on a closed bug report is almost surely to be forgotten. :-)
