Move "Date format" user preference in MediaWiki core to "Appearance" tab

Description

The "Date format" user preference at [[mw:Special:Preferences#mw-prefsection-datetime]] should be moved to the "Appearance" user preference tab. This user preference affects the appearance of the site, so this feels like a natural fit.

This is step two of two steps to killing the "Date and time" user preference tab.
