in this state it should be opened as a modal dialog. at minimum this should use the existing styling of the dialog minus the "pokey" on the edge. But ideally it would use the new mediawiki.ui styling https://trello.com/c/uAoYLKf1/3-modal-dialog.

In both location the ULS control is "pinned" to something the language icon in the personal tools or the gear in the sidebar, the bug requests a plain modal for the ULS that can be called from other controls.
