When my user language (in prefs) is kk-Latn, &variant=kk-arab pages show me interface messages in kk-arab

Description

Ideally and by design, interface messages shouldn't follow &variant= params. I dunno what happens on kkwiki.

I can't reproduce this on zhwiki.
