Yeah, probably should have mentioned that when I filed the bug but was talking to someone. IIRC the reasoning was that results from the local wiki are more useful if you are administrating things. Maybe the option to disable the commons search entirely for power users makes this not required.
I really should have written down the exact reasoning because now I'm drawing a blank.

We worked hard to interweave the Commons results because the normal use case (finding relevant media to use) requires it. For power users I'd suggest we go do bug 61061 which sounds like it handles the use case presented here.

T63061: CirrusSearch: Add advanced search option to only search local files is marked as resolved, but I can't see an option to only search local files? (from a glance at the gerrit patch, I think it adds an optional parameter? If so, please document that at https://www.mediawiki.org/wiki/Help:CirrusSearch :-)
Adding a checkbox for "search local files only" might be desirable. It was suggested specifically in T32239: Allow searching of only local hosted files and hinted at in the others.
