Flow: Pages with lots of deleted topics appear empty to unprivileged users

Description

A board that's been hit by a spam bot attack that's been deleted appears empty

Go to a page that's been hit by a spam bot attack where the spam posts have been deleted, such as [[mw:Talk:Beta Features/Hovercards]]. If you're an admin, you see lots of "This topic was deleted by X", and if you're not an admin you don't see these posts. This is good. However, since you can't see the deleted topics if you're not an admin, the board looks really empty, like nobody ever posted there (see attached screenshot).

Perhaps if the most recent topics are deleted, some topics should be loaded so that the board doesn't appear empty?

Yes, Flow's logic to paginate in the first 10 topics, and subsequent 10 topics, should load 10 actual visible topics.

Maybe for logged-in and admins who can see hidden (and deleted, and suppressed) topics, Flow should still load in 10 "real" topics" in addition to possibly dozens of hidden (deleted, suppressed) topics?

There may also be a related bug with the JavaScript. Whenever "_Load older topics_" comes into view the Flow board usually autopaginates additional topics, but this doesn't happen on the initial page load.
