automatically add changed section to edit summary when saving a page

Description

If an edit changes a single section only, then the bot should be capable of detecting that section's title and amend the edit summary in the form "/* Section */ comment".

At least at first, it should be an opt-in feature.

Ricordisamoa set Security to None.

should be done with T22307 instead
