Make a repository for python extensions

Description

These can be easily done just by providing an xml list of all .py files to download by huggle, which can be based on contents of github repo.

So basically we need to create a script that downloads the repo, check the files and generate xml that can be downloaded by huggle

To be honest I am not yet sure about design of this + python extensions are not really popular within huggle at this moment (nobody really creates any), all current extensions are written in C++.

Perhaps we should create this thing later once there are some extensions.

Because there doesn't seem to be any progress on this, so I'm closing for now. We can re-open when we create python extensions.
