problem happened because I had enabled wikivoyage extensions (CustomData, GeoCrumbs) and one of the hook handlers returned false, thus interfering with Wikibase hook handlers.

we don't have these extensions on Wikidata, so not a problem, although who knows if/what problems this causes on Wikivoyage with interaction with Wikibase or other stuff.
