Add config setting to prevent creation of new unattached accounts
Closed, ResolvedPublic

Description

Currently if there are existing unattached accounts, and you try and create an account with that name, it'll create it as an unattached account.

We should add a config setting to prevent this behavior, and tell the user the name is already in use.
