This is possibly by design, but I found it unexpected:

Use the Cite tool with any example having multiple fields to fill in, e.g. Website or Book.

Enter a field. Hit TAB.

I would expect the cursor to go to the next editable field, but instead the cursor highlights first the Field description icon, then the Remove field icon, and only after that moves to the next editable field. The user must tab three times to put the cursor into the next editable field.
